The Commemorative Medal "ORA ET LABORA" was founded on June 25, 1889 by Queen Olga of Württemberg with the approval of her husband, King Karl of Württemberg. The medal was established in commemoration of the 25th year of King Karl’s reign. It was conferred upon men and women who rendered service which benefited public welfare.

The decoration was awarded to individuals who had spent numerous years caring for the sick and destitute, but who were not eligible to receive the Order of Olga or a Red Cross award.

The medal was worn on the ribbon of the Order of Olga.
