Unusual 'Polonia Restituta' miniature

I wonder if anybody could explain the strange design of this 'Polonia Restitua' miniature. There are two unusual features: a suspension that looks as if it is made up of links of a chain (though it's difficult to be sure because of the rough work of this miniature) and a broad ring of gold surrounding the usual central 'Polonia Restituta' design. The reverse has the date '1918', as with 'normal' awards but, again, has this gold surround. Both surrounds have fine, radiating rays. Any info would be appreciated. Thanks. Peter.
