An Unidentified Set

Can someone help me with this set? I don't know what it is. The star has a stamp number on the back "830" together with a hammer-shaped hallmark. I don't know if the ribbon is original.

How unusual. I've never seen that symbol before. Do you have any background information? Where did it come from?

These are a "Hanseatic" decorations. Not sure if "civilian" only, to prevosts, majors, merchants, to "trade" moguls, etc…. or some kind of "pseudo-patriotic-military" items.
I bet for a very local civilian decoration.
I'm absolutely sure that this set it's from the City of Bergen, Norway. (Bryggen in Norwegian).
Bergen it's a city with a very hard links with the "Hanseatic League". There are a "trading colony" of the "hanseatic League" and this is the crest of this "Colony".
This set of crosses can be from mid 1800's to 1918.
The reserve shows the colours of the Prussian flag,
Please have a look on this pages, and you can see that the crest of "Trading Colony" of Bergen it's the same crest of your set.
