The medal was instituted by President Warrant. It was conferred upon civilians who played a significant role in the successful establishment of the Unilateral Declaration of Independence, 1965. It went into disuse after 1979, and is now defunct.
The initials of the recipient may be engraved on the rim of the medal.
A miniature medal was awarded alongside the full sized medal.
The ribbon of the Independence Decoration is distinguished from the Independence Commemorative Decoration ribbon by the addition of a green rosette.
