This star was conferred upon members of the Ciskei Police in recognition of distinguished leadership or meritorious service in support of national security.

The Ciskei Police was established in 1981 and assimilated into the South African Police Service in January 1995; therefore, Ciskei Police decorations and medals became discontinued in January 1995.
