The Order is conferred to Cuban citizens that show solidarity to the Cuban lifestyle, especially during tumultuous times.

This Order may also be awarded to foreign and Cuban citizens and institutions to recognize meritorious labours related to the international community, for peace, and against any exploitative forms of influence such as racism or neo-colonialism.
