The Cross for the National Congress (Cruz del Congreso Nacional) was authorized in Mexico by law on August 19, 1840. It was instituted in recognition of all military personnel who fought against federalists rebels in defense of the established government in 1840.

The Mexican congress authorized three classes of the Cross according to the services rendered by the recipient. I Class Cross was awarded to Officers who led the attack to the National Palace on the 15th of July in an attempt to retake it from rebel control. II Class Cross was awarded to Officers who fought against the rebels from July 15th to 27th, 1840. while III Class Cross was awarded to enlisted men who fought against the rebels from July 15th to 27th, 1840.

Each Class had its own ribbon design. I Class Cross has a blue, white, blue ribbon, while II Class Cross has a white, blue, and white ribbon, and II Class Cross had a blue ribbon.

The I Class Cross features an obverse inscription that translates to "To Loyalty and Constancy, the National Congress," and the reverse inscription that can be translated to "Attack Squad."
