The Order was instituted by King Jigme Singye Wangchuck and is conferred in recognition of exemplary dedication and loyalty within the military.

This Order was originally considered the highest military honour conferrable within Bhutan.

Following 2008, the Order became the second highest military decoration awarded in Bhutan.
