Established as an award on June 21, 1954; reformed as an Order on September 19, 2003.

Conferred upon foreign or Filipino third secretary, vice consul, attache, principal assistant, or other person of similar rank in recognition of eminent services, significant monetary or material aid, or volunteering to aid the masses.

The obverse features an inscription.
