The decoration was instituted in 1969.

The medal was awarded to civilians and military personnel that helped suppress the Communism terrorist during the Vietnam War.

The II Class medal has gilt flames decorating the ribbon.

There is Thai script on the reverse. The reverse inscription is a translation of the original Thai script.
