Physical Description

A medal consisting of two dragons with a central medallion on the obverse, the medallion bears the image of a scale, an open book, and an upright facing sword, encompassed by a red enamel border inscribed with LUAT PHAP NHAN DAN, with a red enamel banner at the bottom inscribed with TU PHAP, the reverse is plain, on a stylized bat suspension, on a red, yellow and purple striped ribbon.
