Physical Description
Consisting of two overlaid pointed-ended crosses - one is pebbled the other is ribbed, the obverse center bears a circular medallion, the center bears a yellow enamel shield over an anchor on a blue enamel background, encompassed by a border inscribed with HAI-DUNG BOI-TINH, the reverse is plain and bears the inscription VIETNAM in the center on a ribbed background, on a blue and white ribbon.
History
This cross was conferred upon military personnel in recognition of courage during naval operations. In special cases, it was awarded to foreign military personnel when foreign actions directly benefited Vietnam.
