History

This Order is conferred in recognition of achievements in training and building troops, and uniting the people's security and all-people defence into a single unit. It may be awarded posthumously.

To qualify for this award, individual recipients must have scientific works, inventions or other works recognized at the state level, have had outstanding unexpected achievements, or demonstrate devotion to the Armed Forces.

To qualify, organizations must have received the II Class Fatherland Defence Order, the Excellent Labour Collective, or Determined-to-Win Unit title for 5 consecutive years. They must have also received the Emulation Flag or the Government's Emulation Flag two times. Or, have had outstanding unexpected achievements
