This cross was instituted in 1913 during the Balkan Wars.
It was founded in honour of Queen Eleaonore's ongoing efforts to care for the sick and wounded throughout the duration of the Balkan Wars and World War I.
The cross was awarded to men and women who had rendered exceptional services to the Red Cross throughout the Balkan War of 1912-1913 and World War I.
This cross was issued twice.
The crosses issued first are composed of pure silver, were awarded for services in the Balkan Wars, and feature an obverse inscription that translates to "Our Work is in the Name of God, 1912-1913, Bulgaria."
The crosses issued second are composed of silvered materials, were awarded for services rendered during World War I, and feature an obverse inscription that translates to "Our Work is in the Name of God, 1915, Bulgaria."
