While this Medal was originally instituted in 1990, it was not awarded for the first time until 1994.

The Medal is awarded in recognition meritorious service to the Czech Republic within civil and military spheres, such as art, culture, economics, education, sports, state security, and technology.

The obverse inscription translates to "For Meritorious Service."
