This Medal was founded by the Minister of the Interior, and it was conferred upon the groups of civilians, volunteers, and military personnel who rose to the aid of Umbria and March after the earthquake of September 26, 1997.

Recipients had to have rendered a minimum of 7 days of service in one or more of the immediate disaster zones from September 26, 1997, to December 31, 1997.
