The Medal is awarded to educational staff who have worked in Italian Primary Schools for a minimum of 25 years, and have demonstrated enthusiastic and meritorious service. This Medal is based upon the Medal for 40 Years of Primary Teaching, which was originally instituted in 1902.

The obverse medallion features the emblem of the Italian Republic.
