The Order was instituted by Victor Emmanuel III, and it was awarded to Italian citizens for extraordinary merit and achievements within labour related fields such as, tourism, trade, agriculture, and crafts, and for special services within the Italian Labour Movement. It was based on an agricultural and industrial honour instituted by King Umberto I in 1898.

Membership was extended to 25 new Knights every year.

This Order was not abolished following the end of the Monarchy, and it continues to be awarded as a modern Order in the Republic of Italy.

The monogram of the Order's founder, "VE" for Victor Emmanuel III, is featured in Gold on the obverse medallion of the awards that were conferred during the Monarchy.
