This Medal was instituted by Pope Pius IX to commemorate the French troops that participated in the 1849 siege of Rome.
It was conferred upon General Oudinot's troops who besieged Rome, from June to July 1849, and whose service resulted in the Papacy regaining control over Rome.
The medals may be stamped "N.C." for the engraver Niccolo Cerbara.
