History

This Order is conferred in recognition of contributions to the reputation and status of the Republic of Croatia, for exemplary contributions to the independence of the Republic, for exceptional personal contributions to the advancement of the relationship between the Croatian people and other countries and their citizens, and for merit, command and leadership in the development of strategy in the Croatian Armed Forces.

It is awarded to highly ranked state officials, foreign officials, and senior military officials.

The obverse inscription translates to "Queen Jalena".

This order is named after Queen Jelena who was the Queen of Croatia in the 10th century. Her reign was a peaceful one and she was adored for her charity.
