The cross was instituted on May 5, 1940 and was awarded to participants of the Kollaa River campaign during the winter war.
The Finnish name of the cross is "Kollaan risti".
The blackened iron cross has a loop for ribbon suspension. On the obverse is a diagonally-imposed escutcheon bearing a triple wavy line from lower left to upper right. Above the diagonal is a gauntleted arm holding a sword. A mailed arm holding a scimitar below (both from the national arms of Finland).
There are green enamel fir leaf between the arms on the cross.
The reverse inscribed "KOLLAA" and dated "6.12.39" and "13.3.40".
