The Cross was instituted in 1940 and awarded to participants of Tolvajarvi campaign during the winter war.
The Finnish name of the cross is "Tolvajärven risti".
The Blackened bronze cross with an eyelet for ribbon suspension has on the face a silvered snowflake. It is imposed by an silver-edged white enamel plaque. On top is silver dividing line in the form of an "N".
