Made by Vanguard, I have not been able to ID these. One looks similar to a JROTC ribbon but it couldn't be that, and it's not exactly the same. It was part of an auction lot with a few ribbons and some jewelry, I can't find one online exactly like this. The top looks like a Honorable Discharge, but the outer edges have light blue as well as the darker blue.
