History
The decoration was instituted in 1941 by General Bernard Waber. It is possible that only a lower number was awarded, potentially lower than 100.
The plaque is rectangular. It shows a Luftwaffe eagle facing to the viewer's right above a scene of hills with the silhouette of a city in the background. On a curved ribbon an inscription reads: for special merits. Below that are oak leaves and a crest with "Kiew 1941 Breslau" on it. Underneath is the inscription: the commanding general and chief of Air District Kiev.
The reverse is semi-hollow and is marked with an award number.
The German title of this award is "Plakette des Luftgaues Kiew".
