The Veterans Merit Cross was founded by Grand Duke Friedrich August and was conferred upon individuals who had rendered meritorious service to the Oldenburg Kriegervereine (veterans association).

Awards were conferred based on proposals from the chairmen of the Oldenburg State Veterans Association.
