The Order of Victory (Fath) was instituted on September 27, 1989, to reward bravery on the battlefield. The Order was first awarded for service in the Iran-Iraq war on September 27, 1989. The Order is awarded by the Commander-In-Chief, Supreme Leader of Iran in 3 Classes to military personnel of the Iranian Armed Forces.

The II Class Decoration is awarded to colonels and brigadiers for 8 years of service.

It is believed that ribbon attachments are authorized to denote additional years of service, but more research is necessary.
