This Order was conferred upon Ministers of State and Lieutenant-Generals (or above) in commemoration of the "Fundamental Pact". It was also awarded to senior public servants, senior officers and government workers in recognition of gallantry.
This award was instituted by Sidi Mohammed al-Sadiq Pasha-Bey. It became obsolete in 1957.
