History

The Order of Merit Ignacio Luis Arcaya was established in Venezuela in 2001. It was created with a unique grade that is conferred in recognition of distinguished service to Venezuela, or humanity in general, in the field of international relations.

Ignacio Luis Arcaya Rivero (1912–1990) was a Venezuelan lawyer and politician. He was Minister of Foreign Affairs of Venezuela 1959–1960, he was President of the Venezuelan Chamber of Deputies 1962-1964, and became a Supreme Court of Venezuela judge in 1965.
