Instituted by King Mahendra. It is no longer awarded due to the abolition of the Nepalese monarchy in June 2008.
Awarded in recognition of 15 years of civil service and good conduct. The obverse features an inscription in Nepalese and a Royal Headdress. The reverse is dated "2023" (V.S. 2023 = A.D. 1966).
