In silver gilt with red and green enamels, measuring 56.5 mm (w) x 65.5 mm (h), intact enamels, on its full-length neck ribbon with hook and eye, accompanied by its 51 mm (w) x 16 mm (h) ribbon bar with clasp, dual push pins on the reverse, extremely fine.
Conferred upon Filipino citizens in recognition of noticeable meritorious service that benefits the nation, or upon chargé d'affaires, first secretary, consul general in the consular section of an embassy, consular officer with a higher rank than second secretary, director, or other person of similar rank.
