st Class for Officers: bronze gilt, 40 mm x 58 mm inclusive of its wreath suspension; the 1st Class medal with dual prong pinback on the ribbon and oxidation spot on the obverse, light contact, better than very fine. Footnote: Awarded for contributions to the formation and organization of the Armed Forces and the training of troops and technical cadres of the various branches. It was intended for non-combat achievements and was awarded in two grades: 1st Class for Officers and 2nd Class for NCO's and Enlisted Men.
