This Order was founded by the State Council and it was conferred upon labourers and labour experts employed in the fields of agriculture, transportation, industry, or construction in recognition of long service.
Recipients had to have previously been awarded a lower grade of the Oder to advance to the higher grades.
The Order was designed by Lyubomir Prahov and Petar Braykov, and it was discontinued on April 5, 1991.
