This Medal was conferred upon institutions and individuals who have rendered meritorious services in the rehabilitation and education of juvenile delinquents and individuals recently released from prison. The Decoration was originally awarded in the form of a Diploma in 1922 but was later given a medal form in 1923. t was discontinued in 1924.
The medals may be stamped by the manufacturer "S.J.," or not have any stamped marks at all.
The Gold Medal was restricted to 10 recipients per year.
