The Order originally consisted of five classes, Grand Star, Grand Cross, Commanders Cross with Star, Commander’s Cross, Knights Cross and two medals of merit, in Gold and silver. In 1960, it was amended to include the Grand Cross with Diamonds following the Grand Star.

It is conferred on both nationals and foreigners for outstanding public services to the principality. The decorations remain the property whom they were bestowed to and can be passed down to their heirs. The Order does not grant special privileges to the receiver.
