This Order is conferred upon Slovenian citizens and foreign nationals in recognition of outstanding services in the fields of security and defence of the Republic, as well as, for international cooperation in these areas.

In special circumstances, this Order is conferred upon groups, legal persons, and organizations.

This Order may also be known as the "Silver Order for Merit."

This Order is worn on a light blue ribbon.
