The decoration was instituted on March 29, 2013 by Russian President Vladimir Putin by Presidential Decree.

This Title and accompanying medal are conferred in recognition of advancing the economic status and prosperity of Russia.

This title is a successor to the title "Hero of Socialist Labour".
